A regional endpoint is not sovereignty
Choosing a European region does not by itself resolve which jurisdiction can compel disclosure, where support staff are located, or where telemetry and abuse-monitoring data flow. For public sector bodies and regulated institutions those distinctions are the requirement, and they are frequently discovered late, after an architecture is already committed.

Establish the requirement, then build to it
We start by establishing what sovereignty actually means for you, since it ranges from data residency to full operational independence, and the cost difference is large. Then we design to that specific standard: where models run, where telemetry goes, who holds keys, who can access the environment and from where. The result is documented as evidence, because that is what a supervisor or a procurement process asks for.
